摘要
为了适应经济、社会发展的要求,美国州与地方政府机构不断进行改革,以此完善政府功能,提高行政效率。当今,美国各州与地方政府推行的"重塑政府"运动,在原有政府改革的基础上,将改革进一步推向深入,并取得良好的成效。美国政府机构改革体现了实用主义的理念,具有强有力的法制约束和制度保障,它为我们现在的地方政府改革提供了许多启示,值得我们借鉴。
American state and local govemments are reformed continuously in order to consolidate govemment functions and to raise administrative efficiency to adapt to economic and social development. Nowadays in America, every state and local government are carrying out the movement of reinventing government, further pushing reform forward and making great progress on basis of former reform movements. American governmental reform reflects pragmatism, effective legal regulation and systematic guarantee, which provides some reflections for our current reform of local government.
