高校学术诚信问题是一个复杂的系统问题。从根本上说,由"赶超型"科技发展战略所决定的行政化的高校科研管理体制是学术诚信问题形成的制度根源。高校科研管理体制行政化、学术资源配置方式行政化、学术评价行政化和学术诚信维护与惩戒机制行政化等因素,共同促成了当前的学术诚信问题。在执行"赶超型"科技发展战略的过程中,逐步改革完善高校科研管理体制,建立与社会主义市场经济体制相适应的科研管理体制和运行机制,最大限度地发挥市场机制在科研资源配置中的作用,最大限度地发挥学术权力自身的作用,最大限度降低行政权力对学术权力的影响,这是防治学术诚信问题的必由之路。

The problem in university academic integrity is a complex system one. Fundamentally speaking, the management system of scientific research in university, which is decided by the development strategy of science and technology with the characteristics of chase and exceeding, is the root. It is the bureaucratization of the management system of scientific research, of the academic resource configuration mode, of academic evaluation way, and of the mechanism of academic integrity maintenance and punishment that contribute to the problem. Carrying out the de- velopment strategy of science and technology with the characteristics of chase and exceeding, we should reform the management system of scientific research, to adapt to the socialist market economic system, to maximize the role of market mechanism in the scientific research resource allocation, to maximize the role of the academic power itself, and to minimize administrative power~ influence on the academic power. This is the only way to prevent the prob- lem.
