Currently, it is an indisputable fact that technology is changing learning. Among the many elements of building a learning city, popularizing and applying modern learning technology is regarded as a booster. Therefore, in order to promote the application of modern learning technolo- gy in the construction of a learning city effectively and improve the satisfaction of electronic learn- ing resources, we need to adopt and ensure high-quality learning resources to acquire convenience, improve professionalization of learning and technical management personnel, promote the applica- tion of modern learning technology carrier, develop high-quality electronic learning resources, cre- ate practical communities where learning resources are open, and others to give full play to the role of the learning technology.
