Fostering a Culture of Lifelong Learning: The Vitality of Developing a Learning City

培育终身学习文化更具整体性和综合性,对学习型城市建设具有深远影响。其建设重点涉及:一是宣传终身学习理念,形成市民利用各种学习资源的意识;二是定期组织公共事件,养成市民参与重要学习活动的传统;三是重点面向弱势群体,维护全体市民享有学习支持的权利;四是持续激发学习动机,建立市民学习成果认证及奖励体系。在以上四个领域,我国的相关实践活动早已起步,虽然取得了显著成效,但仍需要在贯彻终身学习理念、挖掘城市学习潜能、调动市民积极性、提升服务意识、推动学分银行建设等方面持续突破,使终身学习文化深入人心,使我国学习型城市建设充满活力。

Fostering a culture of lifelong learning has a profound influence on the construction of a learning city and is more holistic and integrated. Its construction concerns： （1） to promote the idea of lifelong learning, and form the public awareness of using various learning resources; （2） to organize and support public events that encourage and celebrate learning on a regular basis; （3） to provide adequate learning supports to all citizens, especially the disadvantaged groups; （4） to stimu- late learning motivation and establish systems that recognize and reward all forms of learning. As a matter of fact, China has begun all the practices for many years, and obtained excellent results. In spite of this, China still needs to make breakthroughs in several areas, including implementing the thought of lifelong learning, tapping the learning potentials of cities, arousing the learning enthusi- asm of citizens, improving learning service consciousness, promoting the development of credit bank, and so on. By doing this, the lifelong learning culture could go deep into the citizens＇ mind and invigorate the construction of a learning city in China.
