河北省肃宁县在践行群众路线方面进行了制度化的探索,实施了对基层民主组织、基层经济合作组织、基层维稳组织和基层党组织"四个全覆盖"。"四个覆盖"是新形势下坚持群众路线的具体实践,为党员干部践行群众路线搭建了制度化平台。"四个覆盖"立足于解决实际问题,避免了群众路线形式化;"四个覆盖"着眼于从根本上解决问题,避免了群众路线表面化;"四个覆盖"寓群众路线于各项工作之中,避免了群众路线运动化;"四个覆盖"为广大无职党员发挥作用提供了平台,避免了践行群众路线主体个别化。
