An analysis of factors influencing policy transfers among China's local governments

我国各地间频繁发生的政策转移已成为地方政策变迁和发展的重要工具和手段,但政策转移的成功与否受制于多重因素。这些因素在政策转移的不同阶段发挥着各异的能量。所要转移的目标政策本身以及府际关系会影响政策转移的肇始,而政策转移过程中,地方的经济发展水平和地方官员的任期行为和偏好又会影响转移的路径、重点和方向,最后所转移的政策能否"开花结果"还取决于转入地的文化惯性。

The frequent policy transfers among local governments have already been an important means for local policy change and development. However, the results of policy transfers are subject to multiple factors, which play different roles in different phases of the policy transfer. The policy transferred and intergovernmental relations affect the happening of policy transfer, local economic development and the local officials’ preference influences the ways, key points and direction of the policy transfer and the cultural inertia critically decides the success of policy transfer.
