降低维稳成本,有序化解矛盾的基本方法是法治。在化解社会矛盾过程中,应以合法处置为中心,适当运用合法合理的策略,采用多元方式,遵循法治原则和法治精神,处理社会矛盾和纠纷,达到既恰当解决社会矛盾,又实现保障公民权利、维护社会公正的目的。社会矛盾化解采用法治方式,实际上所指的是要在现有法律框架范围内,全面考虑各种法律的适用关系,整体把握法律的运行,从而化解矛盾。
