日本调整FTA战略的动因——基于保护与支持产业发展的视角

The Motivations for Adjusting FTA Strategy in Japan: From the Perspective of Protecting and Supporting the Industrial Development

基于利用FTA保护与支持产业发展的视角,日本政府十几年来对FTA战略调整经历了否定观望、创新参与到强化推动的不同阶段。通过观察日本FTA战略对日本产业发展所提供的支持与守护,可以发现,FTA已成为日本政府保证国家安全与获取国家经济利益的制度工具。认识到这一点对了解日本政府今后的FTA政策取向、体系构建具有重要的参考价值,并可以为我国准确判断亚太地区一体化格局的变化趋势提供依据。

From the perspective of protecting and supporting the industrial development, the Japan＇s FTA strat- egy has experienced different adjustment phases for about ten years, from negation and wait -and -see to in- novation and participation, and till to improvement and promotion. It can be found that FTA has been the sys- tem tool for Japanese government ensuring national security and obtaining national economic interests through observing the protections and supports for the industrial development provided by the FTA strategy. Realizing this is significant for us to understand Japanese government＇s future FTA policy trend and system construction and provides the basis for China correctly judging the changing trend of the pattern of integration in the Asia - Pacific region.
