公共图书馆免费服务伦理困境探究

The Ethical Dilemma of Public Library Free Service

公共图书馆免费服务,既是对公共图书馆公共性的实现,又不可避免面临系列伦理困境:一是免费服务的内部困境:公益与权益的伦理冲突;二是免费服务的服务困境:权利与秩序的伦理冲突;三是免费服务的供给困境:保障与支配的伦理冲突。化解这些伦理冲突,必须从根本上重视公共图书馆建设,建立稳定充足的经费保障机制,完善图书馆的运行和管理机制。

Public library free-service is the realization of public, but inevitably confronted with series of ethical dilemma. The first is the inside di /emma, the ethical conflict between commonweal and rights and interests. The second is the service dilemma, the conflict between reader right and library order. The third is the supplying dilemma, the conflict between funds guarantee and domination. To resolute the above ethical conflict, public library construction must be paid high attention, mechanism must be set up to guarantee stable and ample funds, library management must be improved.
