本文针对全国公共图书馆免费开放的新局面,探讨了免费开放和逾期罚款的基本概念,阐述了收取"逾期罚款"与免费开放并不矛盾的观点,提出了免费开放与收取"逾期罚款"并行不悖的切实可行的措施。
