创造统一平等 协调的经营环境

从今年开始,外贸实行自负盈亏的经营机制.这是我国外贸体制的一次重大变革,具有深刻的现实意义.但是,由于存在着诸如人民币汇率的潜在高估,国内市场价格体系与国际市场价格体系严重脱节,过去的倾斜政策所造成的企业之间、地区之间的不平等,国际市场形势严峻等问题,目前外贸企业要真正做到平等竞争、自主经营、自负盈亏并不容易.因此,必须既要抓好外贸企业的微观经营管理,又要掌握好国家的宏观调控,创造一个统一、平等、协调的经营环境,为新的外贸经营机制的正常运行铺平道路.本次笔谈会,选登14篇应征论文,针对上述诸方面的问题进行初步探讨.为了避免重复,有的文章作了删改.在此,我们谨向关心和支持这次笔谈会的广大读者、作者表示深深的谢意!

Beginning from this year, the system under which an enterprise assumes sole responsibility for its profits and losses will be brought into effect in the foreign trade sector. An important reformation in the system of organization of foreign trade, it has profound and practical significance.Yet, mingled as it is with problems like these: the latent overrating of the RMB exchange rate; the discord betweeen domestic and international market prices; the disequilibrium among enterprises and different regions owing to the past 'tilting' policies; the grim situation in international markets, etc., the proposed sole responsibility system will not be easy to carry out. It is consequently imperative to create a unified, equal and coordinate environment through micro management by each enterprise and macro adjustment and control by the state as a whole.The present 'Conferring in Writing' section has published thirteen articles from many contributions solicited from various sources, which probe into the problems listed above. For the sake of avoiding overlap, some articles have been modified. At this time we want to express our appreciation to the readers and authors who have shown their concern and support to this section.
