基于公共价值的我国政府采购绩效管理创新 被引量:8

摘要 目前对政府采购绩效管理的研究,大多局限于财政资金效益的范畴,绩效管理的管理主义和工具理性以及效率至上的偏好在很大程度上影响政府采购绩效管理的发展方向,相伴而生的是天价采购、资源浪费、权力异化等问题,这使得政府采购自身所蕴含的公共价值无从体现。政府采购绩效管理的价值内生于公共价值当中,政府采购对资源的配置、对物品的分配、对利益的调整等,均应以公共价值为宗旨和归宿。基于公共价值的政府采购绩效管理的终极指向是为公众创造更多的公共价值,而非仅仅重视政府采购任务的完成和单纯的方法、技术的改进。从对政府采购的公共价值分析入手,从顶层设计、实现路径、协同管理和绩效评估四个方面提出基于公共价值的政府采购绩效管理创新的框架。 At present the study of government procurement performance management is limited in the scope of financial capital efficiency, and the preferences of rationality and efficiency of management tools of performance management largely affect the development direction of the government procurement performance management, and the accompanied situation of luxury purchases, waste of resources, government procurement authority and so on makes its own alienation inherent public value cannot be realized. This paper attempts to demonstrate that the government procurement of resource allocation, the allocation of goods, the adjustment of interests are all seeing public value as the center and the end, that the value of government procurement performance management was born among public value. In government procurement performance management that based on public value, the ultimate aim of government procurement performance management based on public value is to create more value for the public, rather than to focus solely on the accomplishment of tasks on government procurement and the improvements on methods and techniques. This paper, starting from the public value analysis of government procurement, from the Top -level design, the path, collaborative management and performance assessment, tries to propose the framework of government procurement performance management based on public value.
