Literature Review on Empirical Research of Administrative Cost of Governments in China

中国政府行政成本问题一直是公共财政与公共管理学者关注的领域,通过对近十年行政成本经验研究文献的梳理,大致可以将研究视角概括为政府总体行政成本研究、行政成本省际差异研究和具体政府级次行政成本研究三个层次,三个层次的经验研究均得到若干有益结论,但行政成本经验研究仍存在若干问题。如数据口径不一致、对复杂现象的剖析不足、缺乏对部门行政成本的研究等。

Administrative cost of governments has been paid close attention to by the scholars in the area of public finance and public administration. Based on a comprehensive review of the literature regarding the empirical researches on administrative cost of governments in the recent 10 years, the literature could be divided into three levels which include the empirical researches on administrative cost of the whole government, the empirical researches on administrative cost of provincial governments and the empirical researches on administrative cost of specific level of governments. Some valuable research conclusions were made in all the three research levels. But there were some defects in literatures, such as the inconsistencies of data, the oversimple explanation of a complex phenome- non, the lack of research on administrative cost of departments and etc.
