老挝电力业的发展及相关法律制度探析

The Development of Electric Power Industry in Laos and Its Related Legal System

近年来,随着老挝政府不断强化革新开放政策,扩大对外合作,外资企业纷纷进入老挝寻找投资商机,其中水电资源开发已成为外国投资的重点领域之一。开发电力资源既可以满足经济发展及人民生活对电力的需求,同时,电力开发的本身也能增加投资,为经济增长做贡献,并与老挝政府实施的"以资源换现金"的战略相吻合,因而得到高度重视,使老挝的电力业在近年发展迅速,值得关注。老挝国会于1997年制定的《电力法》依然是目前调整电力投资、贸易的最高规范性法律文件,鉴于我国是老挝最大的外国电力投资者的现实,我们有必要对老挝的电力发展及其法律制度做深入研究,以便有利于我国企业在老挝的电力投资取得更好效果。

In recent years, as the Laos government continues to strengthen the policy of reform and opening up and to expand foreign cooperation, foreign enterprises have entered Laos to seek investment opportunities and the development of hydropower re- sources has become one of the focus areas for foreign investment. The development of electric power resources can meet the de- mand for electricity in the economic development and people~ life; at the same time, it can also increase investment and contrib- ute to the economic growth, coinciding with the Lao government＇ s strategy of ＂Resources for Cash＂. Hence, Laos＇ power in- dustry is highly valued and has achieved rapid and remarkable development in recent years. By now, the Power Law passed by Laos Congress in 1997 is still the highest normative legal document in regulating power investment and trade, and China is the largest part in Laos foreign investors. Therefore, it is necessary to study the power development in Laos and its related legal sys- tems, so that the power investment of China＇ enterprises in Laos will achieve better effect.
