我国企业工会主席身份差异是否影响员工福利 被引量:11

Would the Status of a Labor Union Chairman in an Enterprise Affect Its Employees' Welfare?

摘要 工会的权力来自工人的授权,工会主席的身份决定着工会的立场、谈判动机、谈判水平以及谈判结果等。笔者根据2013年广东南海微观企业调查数据对企业工会主席身份差异对员工福利的影响这一议题进行实证研究。研究结果表明,由一线普通员工担任工会主席较由企业中高层管理者或企业主近亲属担任工会主席能显著提高员工的工资、休息天数,能促使企业依法定标准发放加班工资以及劳保用品。进一步的研究发现,这一结果是由普通员工担任的工会主席通过参与集体谈判,推动集体合同的签订来实现的。这一研究有助于人们加深对工会代表性以及发挥作用的机制的认识和理解,为完善相关制度提供经验支持。 The power of labor union is authorized by workers, but the position of the union is decided by the status of union chairman. It also affect the motivation, level and result of collective bargaining. The paper uses data which is collected in a survey on enterprises, Nanhai, Guangdong in 2013 to study if the differences of union president's status affect employee benefits. The results show that the union president from grassroots general staff, contrasted to those from middle and senior managers or business owners ' close relatives, can significantly improve labors' wages and more rest days, and can also urge enterprise to hand out overtime payment and labor supplies legally.
