摘要
一个问题之所以能够成为教育政策问题,在一定程度上反映了该问题本身的广泛性和影响力。文化代表着人的思想、行为方式,并通过思想、行为方式外显出来。从文化的视角分析问题就是要看到问题产生的社会背景,把问题放在一定的文化场域中加以检视,并自觉地把文化的特点和发展规律作为问题分析的出发点。对教育政策问题形成过程而言,并不是教育发展中的所有问题都可以而且必须成为教育政策问题。从文化视角分析,教育政策问题的确立是价值选择、利益博弈和历史发展的过程。
The change of a problem to the education policy issue reflects the universality and influence of the problem. Culture represents man's thoughts and behavior, and is showed through the people's thoughts and behavior. Analyzing problems from the cultural perspective is to see the social background of the problems, examining the problems in the field of culture ,and using the characteristic of culture and the law of cultural development as a starting point for analysis consciously. Not all the problems in the development of education could and must be the education policy issues. From the cultural perspective,the formation of the education policy issues is a process of value option, benefits competing and history development.
