摘要
社会矛盾的有效化解直接关系到和谐社会的建构。在加强和创新社会治理的宏观社会背景下,如何创新社会矛盾化解方式,既是一个有着重要政策意蕴的实践课题,也是一个事关社会治理创新的重大理论课题。本文基于多中心治理理论,提出社会矛盾化解的基本思路:把大量的社会矛盾和社会问题尽量下放到基层解决;不断整合社会资源,让公共部门、私人部门和社会组织形成良性互动、共同参与的格局。在此基础上,提出政策建议:不断加强部门联动,将诉讼调节对接机制延伸到最基层,有效地将社会矛盾化解在最初阶段;培育社会治理多元主体参与意识,完善工会、行业协会等社会组织;利用经济杠杆,创新社会矛盾调解机制。
To solve the social contradictions effectively is directly related to the construction of a harmonious society. Under the macro social background,how to strengthen and innovate social governance, and innovate the social contradictions resolving model, not only is a practical subject having important policy implication, but also is an important theoretical subject relating to social governance innovation.It needs to continue to strengthen the sector linkage, extend the conciliation mechanism to the most basic level to resolve social contradictions in the initial stages effectively;To ultivate consciousness of multiple subjects participating social governance, to improve the mediation participation mechanism of social organizations, such as trade unions, trade associations, and private sectors, such as insurance companies and so on.
