试论高校与实务部门共同培养机制——基于西部基层法律人才培养的思考

Discussion on Joint Training Mechanism between Colleges and Practice Departments ——Based on the Reflection of the Legal Talent Training in Western Grass roots

伴随着社会主义市场经济体制的建立和依法治国基本方略的提出,我国基本上形成了比较完整的法律人才培养体系。在社会主义民主法治建设进程加快推进的新形势下,现有法律人才培养的层次、结构和质量,难以适应政法队伍建设的实际需要,特别是在西部基层社会经济发展的需要。本文以西部基层法律人才培养方向为着眼点,试就建立高校与实务部门共同培养机制进行探索,从共同设计建立培养目标、模式、课程体系、教学团队、实践基地等方面进行了思考,以期对推进西部基层法律人才教育培养改革有所裨益。

With the establishment of socialist market economy system and the proposal of basic strategy of governing the country according to law,our country has basically formed a relatively complete training system of the legal talents.In the new situation where the process of socialist democracy and law construction is accelerating,it is difficult for the existing level,structure and quality of legal personnel training to adapt to the actual needs of the construction in political-law contingents,especially the need of social and economic development in the western grass roots. This paper focuses on the training direction of legal talents in western grass roots,explores how to establish joint training mechanism between colleges and practice departments and reflects on such aspects as the j oint design to establish training obj ectives,mode,curriculum system,teaching team,practice base in hope that it can benefit the promotion in the reform of education and train of legal talents in western grass-roots.
