当前由于传统伦理文化的影响、政府私利的凸显以及政府改革的缓慢,消弱了政府的服务理念,导致其在我国城市化过程中不能有效保持对社会的权威,而无法实施有效的社会控制,阻滞了公共服务型政府建设与城市化的进程。服务理念为我国城市化过程中政府权威的树立指明了方向,只有明确政府的性质,摆正与人民群众的关系,把管理和服务相结合,才能树立强大的服务理念。

At present due to the influence of the traditional culture and moral principles and ethics, the benefit of local government becomes prominent and thus it showed the government reform which weakened the idea of the government service, that leads the government not keeping the effective authority to the public society and it lost the effective social control. The public and the service construction of the government did not operate in course of the advance of urbanization. The service idea directs the clear way for establishment of the government authority in the course of urbanization in China. Only clearing the nature and function of the local government and the relation between the government and the people, can the government establish strong service sense idea
