Cultural Peasants: Major Constructors of New Socialist Countryside

要把重庆建成西部地区的重要增长极、长江上游地区的经济中心、城乡统筹发展的直辖市,就要在民族地区大力培养文化农民。要通过采取加大渝东南民族地区教育扶持力度、培养经济能人和科技精英、培养并提拔当地知识分子担任基层领导干部、搞好成人培训与教育、提高当地民间艺人的地位和待遇等措施来培养和创造文化农民。文化农民的培养,可以提高群众的科技文化素质,带动农业相关产业的发展,提高农民收入,改善群众生活条件,形成积极向上的社会风气,改变乡村精神面貌,促进民族民间文化的保护和开发,抢救民族文化遗产。

In order to make Chongqing an important growth pole, economic center of the upstream area of Changjiang River and a direct-controlled municipality with an urban-rural integration development, cultural peasants must be trained in its ethnic regions. To train and create cultural peasants, the following measures should be adopted：to support the education in the southeastern ethnic region of Chongqing, to train economic able men and elites in science and technology, to promote local intellectuals as leaders at basic level, to train and educate the adults, and to raise the status and treatment of local folk artists. The training of cultural peasants has a lot of beneficial effects：raising the scientific and technological quality of the masses, driving the development of related industries, increasing the income of peasants, improving the living conditions of the masses, forming a positive social mood, changing the spiritual outlook of both the rural and urban areas, promoting the protection and development of ethnic and folk culture, and salvaging ethnic cultural heritage.
