民族人口政策与贵州民族人口均衡发展

我国是一个多民族的发展中国家,贵州省是多民族聚居的西部省份。第六次人口普查数据表明,贵州省民族人口发展存在非均衡现象:民族人口总量明显减少,内部差异显著;人口结构问题日益凸显;人口素质有了显著提高,但整体水平仍然较低。不断完善民族人口政策,促进民族人口长期均衡发展,是促进贵州民族地区乃至整个国家经济社会健康发展的重要保障。完善民族人口生育政策,促进各民族人口适度生育、优生优育;加大对少数民族人口的教育政策倾斜,提高少数民族人口素质;经济政策和社会政策双管齐下,综合治理民族人口结构是促进贵州民族人口均衡发展的必要措施。

China is a multinational developing country and Guizhou is a multinational western province. The figures of the sixth national population census show that development of national population in Guizhou is unbalanced. It mainly be shown in the following aspects： the national total population is declining, but there are many differences between different national; the problem of population structure loom large ; the quality of the population in terms of both education and health has improved, but it has remained at a fairly low level in the whole coun- try. Consummating the population policies, promoting the national population＇ s balanced development in long - term have been the driving force for the economy and social healthy development in Guizhou and even the whole country. To consummate different minority childbearing policies respectively, promoting the national population＇ s moderate birth, healthy pregnancy and scientific nurture; to increase the educational input in the ethnic area, and to make the people more qualified; to lead the economic policies and social policies work together, and to govern the national population structure synthetically are the necessary measures to promote the national population bal- anced development.
