试论杨增新统治时期治理和阗的政策

On Yang Zeng-xin's Ruling Policy in Hetian Prefecture

杨增新上台伊始,在和阗地区即面临妥善处理"策勒村事件"和镇压当地哥老会两大问题。直至策勒村案件了结、和阗地区的哥老会基本销声匿迹,特别是乘镇压哥老会之机将军队驻扎到和阗,杨增新逐渐将势力渗入该地,并通过建立地方政权、整顿吏治、加强宗教管理、发展经济等措施开始了对和阗地区的治理。对和阗地区的治理,是杨增新治新思想的一种具体体现。通过对其得失进行分析,可以加深对杨增新治新思想的认识。

When Yang Zengxin took office, Hetian region confronted two problems of properly handling ＂Cele village event＂ and repressing Gelao gang. Yang Zengxin gradually infiltrated his power into Hetian and began to rule it by establishing local authorities, taking actions to consolidate management, strengthening the religious management and developing economy when ＂Cele village event＂ was settled, Gelao gang roughly disappeared, and especially he sent troops to the region taking advantage of the repression. The ruling in Hetian embodies his thought of ruling Xijiang. His thought can be deeply understood by analyzing his gain and loss.
