论小水窖工程的技术要点

Technical Points of Small Water Cellar Project

从2009年以来,华坪县遭遇了历史罕见干旱,给全县生产生活用水带来严重影响,农业生产损失巨大。尤其是山区和半山区水利工程严重不足,水利基础设施极为薄弱,抗御自然灾害能力低,因而在旱灾中受影响最深最广,损失最严重。本文通过讲述水窖工程建设的特点,并指出了工程建设和建后管护存在着的普遍问题,在此基础上,笔者在加强水窖工程建设方面的提出一些建议。

Since 2009, Huaping County experienced unprecedented drought, which had a serious impact on production and living water and caused huge losses in agricultural production. Especially the mountains and low mountainous areas are serious shortage of the water conservancy projects, and water infrastructure is extremely weak, ability to combat natural disasters is low, thus these areas were most affected by drought and had the most severe loss. By talking about construction features of water cellar project, this article pointed out the general problems in the management and protection of the project construction and after eonstruction, on this basis, made a number of recommendations for strengthening water cellar project building.
