摘要
针对河北省近年来旱情监测工作中人工墒情信息采集效率低、面状监测能力欠缺、试验站网不足、自动墒情外置监测设备安全性差、自动墒情监测设备准确度低等问题,结合旱情(墒情)监测工作实践及相关墒情监测规划和最新科技进展,提出了普及自动化监测、增加遥感监测、增设旱情试验站、便携式信息采集替代固定外置式信息采集、提高自动监测设备市场准入等改进建议,为进一步做好抗旱减灾工作提供参考。
In recent years, there has been a growing concern about drought monitoring systems which are often considered as inefficient on data collection, lack of monitoring capability, inadequate to testing station network, and insufficient in monitoring equipment safety and accuracy. This paper combines high technology with monitoring planning and experience proposed improvement methods to deal with those issues, which will provide references for further drought relief management.
