太湖流域防洪形势及对策分析 被引量:14

摘要 由于特殊的气候条件、地理位置和地形特征,太湖流域易遭受洪涝灾害。经过多年治理,太湖流域防洪体系建设已取得重大进展,初步形成了太湖洪水北排长江、东出黄浦江、南排杭州湾,充分利用太湖调蓄,"蓄泄兼筹,以泄为主"的流域防洪骨干工程体系。由于流域骨干河道泄洪能力不足,行洪与沿岸排涝矛盾突出,以及周边水情势变化等原因,目前太湖流域防洪形势仍不容乐观。分析了新形势下太湖流域的防洪特点、存在问题及潜在威胁,有针对性地提出了太湖流域防洪的对策措施。 Owing to exceptional weather conditions, geographical location and topographical features, the Taihu Basin is extremely vulnerable to flood hazard. After several decades of governance, the flood control systems in Taihu Basin have been significantly improved. Taking full advantage of vast detention capacity of Taihu Lake, the major flood control systems were constructed by discharging floodwater from north into the Yangtze River, east into the Huangpu River and south into the Hangzhou Bay. However, because of insufficient flood conveying capacities of many tributary water courses in the basin, pluvial flooding often occur during flood seasons. This paper summarized characteristics of flood control in Taihu Basin and analyzed the existing problems and potential threats to the flood control systems. The various countermeasures are proposed to deal with the challenging situation in the Taihu Basin.
