国外创新效率度量的功能框架及其对中国的借鉴

摘要 随着创新在一国经济发展中的作用日益突出,各国政府对于国家创新绩效的度量越来越重视。与传统的侧重于创新投入与产出的度量方法不同,国外最近出现了一种全新的度量方法即度量国家创新效率的功能框架。这种度量的功能框架围绕创新过程中的知识获取、稳固、扩散、创造与运用这五大系统功能展开,从能力与绩效两方面入手构建创新效率指数。本文主要对这种功能框架做简要介绍,在此基础上指出对我国创新驱动发展效率评价和政策制定的借鉴意义。 As innovation plays an increasingly prominent role in economic development, governments pay greater attention to national innovation performance measurements. Different from traditional measurements solely weighing innovation inputs and outputs, recently there emerges abroad a totally new functional measurement framework for national innovation efficacy. This functional framework tends to combine capacity and performance together and to create an Innovation Efficacy Index (IEI) evolving from five functional systems, namely, knowledge access, anchor, diffusion, creation, and exploitation in the innovation process. This paper briefly introduces the functional framework, and then points out its implications for innovation - driven efficiency evaluation and policy making in China.
