This essay analyzes the problems in the current system of the congress of workers and staff as well as possi -ble causes,expounds the significance and necessity of its standardization construction ,and gives relevant solutions and suggestions on the promotion of the construction in the aspects of the election of the delegates ,the deliberation of the proposals ,the democratic appraisal and the implementation of the resolutions .
