密尔一方面主张人们有权表达他们想要表达的任何看法,强调思想和言论自由,另一方面密尔又提出思想和言论自由必须以不煽动起对他人的侵犯为前提。密尔的自由思想启示我们,意识形态工作是一项极其复杂的工作,必须做到通达民意与主流价值引导的统一,忽视任何一方面都要犯错误。
