环评工作是一项复杂的系统工程,涉及面广。环评报告的编制面临着日益严峻的社会考验,新旧问题不断涌现。无论是环评报告的总则、工程分析、环境影响预测与评价,还是其他章节,都可能出现干扰或者颠覆评价结论的错误。以环评技术评估经验为基础,分析各种错误产生的根源,可找到避免该类错误再次发生的方式方法。

Environmental Impact Assessment（EIA） is a complicated system engineering because its concern is wide and various kinds of problems emerge easily in front of severe challenges from the society. Either in the chapters of General Rules, Project Analysis, Environmental Impact Prediction or in any other, errors which may seriously affect the assessment conclusions are likely occur. On the basis of the practical experiences of technical review of EIA, this paper tries to find out the reasons of those errors and to give some helpful advice in order to avoid them.
