摘要
2013年《中共中央关于全面深化改革若干重大问题的决定》(以下简称《决定》)提出,推动公办事业单位与主管部门理顺关系和去行政化,创造条件,逐步取消学校、科研院所、医院等单位的行政级别。对舆论长期以来高度关注的高校行政化问题,《决定》再次做出了积极的回应。本文试图从当前国内高校的现状进行分析,通过借鉴国外高校管理的经验,从完善高校内部治理结果、扩大高校办学自主权等方面来开展研究分析,旨在提出破解中国高等教育发展的行政化症结的若干思考。
It is put forward that straightening out relations between public institutions and departments to promote de-administration, and also creating conditions to phase out of the administrative level at schools, research institutes and hospitals etc in the document of The Decision on Major Issues Concerning Comprehensively Deepening Reforms in 2013. By analyzing the present situation of the current domestic colleges from the perspective of improve the internal governance results in colleges and expanding the autonomy of higher education, etc, using the experience of foreign universities management, thoughts about cracking the crux of administration in the development of Chinese higher education are presented.
