摘要
人力资本的合理运用是促进中国经济增长和社会进步的根本动力。而中国目前却出现了人力资本失灵现象,严重地影响了中国人力资本的有效配置,限制了人力资本的利用。本文从内在原因和外在原因两个方面分析中国人力资本失灵的原因,提出合理进行人力资本投资、发展心理资本、完善政府职能等对策。
Status-quo and Countermeasure of Human Capital Failure in China Using human capital rea- sonably is the basic power to promote economic growth and social progress in China. However, the hu- man capital failure in China blocked the effective configuration and reasonable use of human capital. This paper analyzed the cause of human capital failure in China from two aspects inherent cause and ex- terior cause, and then put forward some suggestions to revise human capital failure, such as investing human capital reasonably, developing psychological capital, perfecting the functions of government and so on.
