摘要
合理布局应急物资储备库,有效配置应急资源是提高城市应急物资保障能力的重要战略决策问题。基于设施选址理论,以创造应急物资需求点民众总体满意程度最大为目标,构建了考虑交通方式、需求点风险程度的市域应急物资储备库选址模型,解决了市域应急物资储备库的空间布局优化问题。以石家庄市为实证区域,得出其应急物资储备库的最优服务区、县(市)与服务半径,绘出优化配置布局图,并提出相关建设性建议。
Formulating mathematical models that reflect the essence of emergency supplies is needed, which helps to realize the optimization and scientific of urban emergency services. The traditional facility location problems seldom think of the satisfaction difference between demand sites within the covering radius of facility. Also, there are few documents analyzing the location problem of urban new-building emergency material depositories with quantitative methods. In this paper, a model that takes into account characteristics of the type of transportation and the degree of risk of demand sites is formulated, which aims to integrats urban existing emergency material depository and emergency material demand spots and to solve the location problem of urban existing and new-building emergency material depository. A heuristics is introduced to solve the considered model. Then, we get the spatial allocation result of existing and new-building emergency material depository of Shijiazhuang City and conclude that the formulated mathematical model can contribute to assigning optimal service districts, to determining the value of service radius and to realizing map layout of material depositories. The results also show that: Shijiazhuang City should focus on strengthening the construction of NO.135 Depository, newly built emergency materials depositories in Xingtang County, Jinzhou City and Yuanshi County, and should strengthen the construction of related infrastructure facilities. Finally, we also propose extensions to our research.
