摘要
调研广州市H中学的情况,探讨素质教育政策执行与组织制度之间的关系,认为正式制度为政策的执行提供"外显"的刚性控制,而非正式制度起到"内化"的柔性规范作用;同时,素质教育政策的有效执行,能够促进学校组织中正式制度的不断变迁和完善,帮助其非正式制度的不断重塑。
This paper tries to make full use of the investigation of the H middle school in Guangzhou city to discuss the relationship between quality education policy implementation and organizational system, holding that the official system provides "explicit" rigid control of policy implementation and the informal institution plays "internalized flexible norm" role. At the same time, the effective implementation of the quality education policy can help change and improve the formal system in school and help constantly reshape the informal system.
