摘要
政府职能转移是行政体制改革的重要领域。目前少有研究对一级政府阶段性职能转移做全面研究。基于多次深入访谈,本研究以广东省佛山市顺德区2013年第一批转移的职能为研究对象,讨论基层政府在职能转移过程中的职权重构经验和障碍问题。本研究发现顺德在转移职能的过程中不但将本属于社会的职能归还给社会部门,还积极寻求协会力量进行"协作式管理"。但对于政府职能的承接主体,有关社会组织的准备状态并不尽如人意。针对问题背后的结构及体制性原因,本研究试图给出政策建议。
There is little comprehensive research on government functional transformation although functional transformation of governments is an important field of administrative reform. Based on numerous in-depth interviews, this paper conducts a research on the first set of transferred functions of Shunde District, Foshan City, Guangdong Province, in 2013 and discusses the experience of function reconstruction of grassroots government and the problems in the process of functional transformation. The findings show that Shunde’s reform not only returns the social functions to the social sectors, but also actively seeks NGOs for Collaborative Management, but there’s still plenty of room for improvement in NGOs taking on government function and in their readiness. For structural and institutional reasons behind the problem, this study is intended to provide some policy recommendations.
