网络反腐发展趋势、特点及对策研究——基于2004—2013年大数据的分析

The Trends, Characteristics and Countermeasures of the Online Internet Anti-corruption

网络反腐是网民通过网络披露腐败线索,制造舆论,借助网络监督公共权力运行的行动。笔者借助百度、谷歌等搜索引擎,收集自2004年至2013年646例网络反腐事件,对案例编码进行数据化处理与分析,在总体趋势、地域分布、网站分布、涉及对象、处理结果等方面分析了当前网络反腐发展趋势与一般特点,并从现代反腐治理体系建设与反腐能力提升的角度提出进一步加强网络反腐的对策建议。

The online Internet anti-corruption refers to an initiative in which Netizens reveal corruption clues by Internet, whip up public opinion and oversee public power by Internet. By the approach of keyword search of Baidu, Google and other search engines, this paper collects 529 cases of Internet anti-corruption from 2004 to 2013, analyzes, by encoding these cases and processing data, the trends and general characteristics of current Internet anti-corruption from several aspects, such as the overall trend, geographic distribution, website distribution, involving objects, and the results of Internet anti-corruption and propose countermeasures for further strengthening Internet anti-corruption from the perspective of building a modern governance system of anti-corruption and enhancing the capacity for anti-corruption.
