On Further Reform in Difficult Areas and the Modernization of the CPC's Ruling Mode

在全面建成小康社会的决定性阶段,能否真正攻坚克难,党的执政模式的现代化尤为关键。就政治领域而言,在党政关系方面,要在理清思路的基础上进一步推动实现党政分开;在党群关系方面,党不能仅仅强调要代表人民,而要更好地尊重公民主体地位,切实推动人民民主。就经济领域而言,必须彻底打破直接干预经济的传统思维,进一步解放思想,改变对国有企业的过度偏爱,切实将社会所有制视为社会主义所有制的本质内涵。就社会领域而言,对于各种正当社会组织的成长,应改变对立、警惕的态度,加强规范、引导与合作。

The modernization of the CPC＇ s ruling mode is particularly critical for overcoming all difficulties when China has entered the decisive stage of completing the building of a moderately prosperous society in all respects. In the political field, we should manage clear thinking and further promote separation of the Party from government in the relations between the Party and government. The Party should not only represent the people, but also respect the dominant position of citizens and effectively promote people＇s democracy in the relationships between the Party and the mass; in the economic field, we should break down the traditional thought pattern of direct intervention in the economy, further free up the mind, change excessive preference for state-owned enterprises and effectively transform socialist ownership into social ownership; in the social field, we should change the hostile and vigilant attitude to the growth of various social organizations and standardize, guide and cooperate with them.
