中国可持续政府采购政策执行问题及对策

On the Problem of Policy Implementation of China's Substantive Government Procurement

可持续政府采购是国际社会政府采购发展的要求。中国作为负责任的大国,正在积极推进可持续政府采购。由于中国政府采购制度起步较晚等原因,可持续政府采购政策执行还存在目标和标准、组织架构、运行机制等不完善的问题。为此,参照"完美政策执行"标准,贯彻科学发展观,进而重构统一的政府采购组织架构、减少集中采购组织层级、完善配套规范和标准、构建统一电子平台是我国当前政府采购的必然要求。

Substantive Government Procurement is a necessary requirement of international community’s government procurement. As a big responsible country, China is promoting Substantive Government Procurement. Since China＆#39;s Substantive Government Procurement started fairly late,it has some problems, such as in its target and criterion, its organization structure and its imperfect mechanism. Therefore, according to the principle of Perfect Policy Implementation and Scientific Outlook on Development, it is essential to rebuild uniform organization structure of government procurement, to reduce the levels of central procurement organization, to improve supporting standard and specification and to set up uniform electronic platform.
