On Curriculum Construction of Open University from the Perspective of System Theory

课程是教育思想、教育理论转化为教育实践的中介或桥梁,是教育改革的突破口和教育实践的轴心。在电大基础上建立的开放大学要保持其办学的独特性与生命力,必须以系统视野为前提,牢牢把握"课程建设"这一中心任务,切实提高课程质量,考虑人才培养目标,彰显电大系统优势,考虑学习者实际,实行课程分层建设与管理,并还基层教师以应有的课程建设话语权。

Curriculum is the bridge of education theories into education practice, and is the key of education reform and the pivot of education practice. Open University established on the basis of Radio＆amp;TV University should keep its original characteristics of uniqueness and vitality, must firmly grasp the ＆quot;curriculum construction” as the central task on the premise of system view, should effectively raise the quality of curriculum and pay attention to the talent training goal. Besides those, Open University should display systematic advantages of Radio and Television University, take the actual situation of learners into consideration, practice layered cur-riculum construction and management, and also grant the grassroots teachers the discourse power in curriculum construction.
