印度处理对华边界争端策略研究--以“阿鲁纳恰尔邦”的炮制和管理为例

India's Strategy in Dealing Boundary Dispute with China ——A Case Study on India's Forging and Controlling Over Arunchal Pradesh

印度炮制和管理"阿鲁纳恰尔邦"的实践表明,印度处理对华边界争端的策略是以军事、行政以及外交三种手段相辅相成,相互配合,多层面与中国争夺争议地区的。在军事上以攻对守,积极蚕食中国领土;在行政上不断强化管控与开发;在外交上,从拒绝谈判发展为谈判与管控并重。鉴于此,中国在坚持和平谈判解决中印边界问题的基本立场的同时,也要做好军事斗争和法理斗争的准备,以便在中印边界问题的解决中赢得主动。

India＇s practice of forging and controlling Arundchal Pradesh shows that India takes mutually complementary and cooperative strategy from three multiple perspectives in dealing boundary dispute with China. Militarily, India takes the offensive to counter the defensive and encroaches on Chinese territory actively. Administratively, Indian government keeps on strengthening control and development. Diplomatically, India shifts from refusing negotiation to not only negotiating with China but also strengthening control over Arundchal Pradesh. In order to take the initiative in this issue, China should also prepare for military struggle and legal battle, at the same time of insisting on the basic position of solving Sino-Indian border issue by peaceful negotiation.
