对青海省“农家书屋”建设的调查与思考——基于平安县农家书屋建设管理的调查分析

党的十六大以来,作为社会主义新农村建设和农村文化建设"五大文化惠民"工程之一的农家书屋工程在全国全面推开。青海省委省政府始终高度重视,把农家书屋建设列入十大惠民工程之一,积极采取措施,加大对农村文化建设的帮扶力度,深入推进农家书屋建设,满足了农村居民对科学文化知识的需求。但在农家书屋使用中重建轻管、借阅率低、闲置率高等突出问题制约了其功能发挥,从"有"到"优"还有很长的路要走。本文以平安县农家书屋建设使用中存在的问题及解决这些问题作出的有益尝试为例,对青海省"农家书屋"建设及可持续利用作一探讨。

As one of the ＂Five Cultural Public Beneficial＂ projects that are for socialistic new urban con- struction and urban cultural construction,the Urban house--book cottage project is implemented compre- hensively after the Party＇ s 16th conference. Qinghai provincial government values highly about including the urban house--book cottage, thus builds steady base for fully accomplishing the targets of realizing so- cialistic new urban developments. As it basically achieves all coverage of administration community which satisfies the needs for urban people to get to know the knowledge they want. However, issues like duplicate construction and insufficient control when urban house--book cottage is in use, low borrowing rate and high unused rate are influencing the efficiency of the project,so there is still a long way to go from ＂have＂ to ＂great＂. This paper will be suing case study to discuss the project status and sustainable usage in Qing- hal province in terms of the existing problems and possible resolutions based on the positive trials that Pin- gan county has experienced when implementing the project.
