摘要
本文利用2000-2011年青海省统计数据,基于命令控制型、市场激励型、公众参与型环境规制工具等视角实证分析了不同环境规制工具对青海技术创新能力的影响。结果表明,命令控制型环境规制工具对青海技术创新有显著的负向影响,市场激励型环境规制工具对青海技术创新具有显著的正向影响,公众参与型环境规制工具对青海技术创新有负向影响,但效果不显著。
The paper uses Qinghai provincial data from 2000 to 2011 to make empirical study of the relation between environmental regulation and technological innovation from the perspective of environmen- tal regulation tools. The results show that. command--control regulation has insignificant positive effect on the technological innovation,and marked--incentive regulation obviously accelerate technological inno- vation,public-participate environmental regulation causes adverse effect on the technological innovation but not obviously.
