关于推进青海互助县城镇化发展的思考

Suggestions on How to Boost the Urbanization of Huzhu County

加快城镇化进程是全面建成小康社会和实现社会主义现代化建设的现实选择,是统筹城乡协调发展的根本出路。当前,青海互助县城镇化发展已经取得了重要进展。但是,由于特定的社会经济条件和历史原因,互助县城镇化发展进程中存在着重速度、轻质量,城镇发展水平不高,"隐性城镇化"和"准城镇化",依赖土地程度过高,未能妥善解决失地农民的就业等一系列的矛盾和问题。本文认为要通过培育支柱产业,推动土地改革等措施,坚持以人为本,才能走出一条落后地区新型城镇化道路。

Boosting urbanization is a realistic choice to establish an affluent society and realize socialism modernization. It is also the fundamental way to coordinate the development of rural areas and towns. How- ever,owing to some specific social, economic and historical Conditions, there exist some problems in the process of urbanization in Huzhu county such as ＂fast speed,low quality＂,Iow degree of urbanization, re- cessive urbanization, over--dependency on land, improper solution to the unemployment of the land--lost farmers.
