加强对大气污染防治的审计监督

A Study on Intensifying Audit Supervision over Air Pollution Control

治理雾霾已成为改善民生和置于经济发展之上的当务之急。本文从加强对大气污染防治政策措施执行情况的审计监督,加强对大气污染防治资金投入、使用、管理及绩效情况的审计监督,加强对大气污染防治重点项目建设、运营情况的审计监督,加强对大气污染防治目标实现情况的审计监督,创新审计方法、加强统筹协调、形成大气污染防治审计合力等五个方面,提出加强对大气污染防治审计监督的设想。

Controlling air pollution, especially the hazy weather is becoming the most urgent affair to improve people＇s livelihood in China, even above the economic development. This paper puts forward the idea on intensi- fying the audit supervision over air pollution control in five aspects, i.e.： intensifying the audit supervision over the execution of relevant policies; over the investment, use, management and performance of relevant funds; over the construction and operation of major projects; over the achievement of the air pollution control target; and last but not least, innovating audit methods and coordinating relevant departments to conduct audit of air pollution control.
