Combining with working practice, The paper discusses the necessity of implementing supervision at design phase from five aspects of selecting design units, compiling Design Tasks, design schedule, quality, and investment control, shows control measures, and points out its advantages, such as reducing cost, saving construction schedule, and playing an important role in realizing construction targets.
