摘要
人力资源理论,解决的是企业劳动成本与效率问题;人力资本理论,解决的是企业高管配置和知识产权人对企业成长的长效促进机制问题;那么,要探讨当前我国的农民工城镇化、劳动人口老龄化、乃至转型升级中涉及到的先进技术资本化等问题,微观企业中的人力资源(资本)理论往往无法解决宏观政策的路径选择问题,就需要上升到生产要素的层面、整体考虑经营主体资本化的理论革新。本文研究发现,如果从我国优秀信贷机制和实践中抽象和概括出"人本盈需"要素组合规则、反思提炼出我国历史上"五大改革"有别于西方"配置效率"的"增配效率"原理,那么,就将在人力要素资本化的范畴内找到了理论突破点,就会据此探求出区域经济发展中优化组合生产要素、配套解决"就地城镇化"的政策新路径。
The theory of human resources, is to solve the problem of labor cost and efficiency within the enterprises; the human capital theory, is to solve the enterprises' executives configuration and the intellectual property owners within the growth field of the corporate tong-term promotion mechanism; then, to discuss the current macro- problems of our country's urbanization, migrant workers, labor population aging, and the transformation and upgrading of advanced technology, these micro-enterprise human resource (capital) theories often can not serve the path selection of these kinds of macro policies. Therefore it is needed to rise to the researching level up to the production factors and to consider the theory innovation on the capitalization for the civil business owners. This study found that, if the four elements rule of "Principle, Capital, Earning, and Demands" can be abstracted and generalized from the Chinese outstanding loan mechanism and practices, and the principle would be refined and deepened as to "Accumulative Allocation Efficiency" from the traditional western "Allocative Efficiency" by way of reflection from the history of our coantry's "five reforms", henceforth there will be a theoretical breakthrough in the new category of "Human Essential Factor Capitalization", and thus it would have been found out that the new path of policies supporting local urbanization by sets of optimal combinations of production factors in the developments of regional economies.
