规划管理信息系统的设计与构建——以长兴岛经济区为例

On the Design and Construction of Planning Management Information System—A Case Study of Changxing Island Economic Zone of Dalian

以长兴岛经济区规划业务为研究对象,分析了长兴岛经济区规划业务现状,理清业务流程中存在的问题,应用流程再造理论,对规划审批业务进行了流程优化。选择企业系统规划法(BSP)方法,结合长兴岛经济区数据和业务需求的现状形成U/C矩阵,将规划管理信息系统划分4个子系统,构建了系统总体结构,规划了基础地理信息系统、综合管线管理信息系统、规划实施管理信息系统、三维辅助决策系统4个子系统的功能模块。

Taking planning business of Changxing Island Economic Zone as the research object. This article firstly introduces the current situation of planning and management, clarifies the problems existing in the management process, and optimizes the process for planning and approval by using the theory of business process reengineering. Moreover, combining with the data of the economic zone and its status of business de- mand,the article uses the method of business system planning （BSP） to form U/C matrix and divides the in- formation of planning and management into four subsystems including basic geographic information system, integrated pipeline management information system, planning and implementation managemeng information system and 3--D assisstant decision--making system. Finally, the article constructs the overall structure of the information system and makes a plan for the functional modules of four suhsystems.
