The experiences of Fight Droughts Association of Handan County provide us a new type of organization in the process of construction of water conservancy projects. The Fight Droughts Association of Handan County is a kind of semi-official specialized association: owned by the members, serves its members at the cost and operates by the contracts. It solves the capital shortage problem and protects the farmers' interests effectively.
