近东难民救济工程处与巴解组织的关系

The Relationship between UNRWA and PLO

近东难民救济工程处是联合国在中东地区为巴勒斯坦难民提供救济的机构,巴勒斯坦民族解放组织则以巴勒斯坦人的代表者自居。近东难民救济工程处在为难民服务时一直强调他们享有返回的权利,有时在国际讲坛上甚至成为难民的代言人,带有明显的政治色彩。它是巴勒斯坦民族解放组织产生和发展的基础,巴解组织对于近东难民救济工程处的立场经历了一个由不置可否到为其所用的实用主义态度转变。巴勒斯坦国早已宣布建立,而近东难民救济工程处与巴解组织的前途依然不明朗。

UNRWA is an organization which provides relief for Palestinian refugees in Middle East by the UN.PLO has been seeing as sole representative of Palestinians.UNRWA has been emphasized that the refugees have the right of return when they were on welfare.Sometime UNRWA even became refugees＇spokesman,which looked more like a political organization.UNRWA is the basis for the existence and development of PLO,the position that PLO toward UNRWA experienced from neutrality to make use of it.Though the state of Palestine has been founded,but the future between UNRWA and PLO/PA is still uncertain.
