新医改背景下安徽省县乡医疗机构资源配置及利用情况分析

Resource Allocation and Utilization in County Medical Institutions Under the New Health Care Reform in Anhui Province

目的:了解新医改背景下安徽省县乡医疗机构资源的配置及利用情况,为更好地促进县域内卫生资源的综合利用提供基础资料。方法:采用描述性分析方法和对比分析方法。结果:样本县乡医疗机构的初级卫生技术人员所占比例均高于59%;样本县医院卫生技术人员以大专学历人员为主,本科及以上学历人员占比平均31.15%;样本中心卫生院以中专学历人员为主,本科及以上人员占比平均为5.14%;心电图日均检查人次较多的样本卫生院是较少的卫生院的1.63倍,每台B超日均检查人次较高的样本卫生院是较低卫生院的5.08倍;样本县医院的床位使用率都超过了100%,样本中心卫生院的床位存在利用不足现象(a的床位使用率为58.49%);样本县乡医疗机构的药品收入均超过45%。结论:样本县乡医疗机构卫生人力资源结构不够合理、卫生物力资源的利用欠均衡、收支结构不够合理。

Objective To explore the resource allocation and utilization in county medical institutions in Anhui Province under the new health reform so as to provide primary information for better use of county resources. Methods Descriptive statistics and Comparative analysis were taken to analyze the results. Results The proportion of primary health professionals are all higher than 59% , health professionals of the Sample County Hospital is based on tertiary education ,bachelor degree or above accounted for an average of 31.15% , health professionals of the Sample of township medical institutions based in secondary education, undergraduate and above accounted for an average of 5.14% ,The Sample hospital ECG daily check passengers is more 1.63 times fewer hospi- tals, The sample hospitals each B ultrasound daily check passengers is higher 5.08 times lower health institute. The Sample County hospital bed utilization rate are all more than 100% , the sample center hospital beds are not used enough, for example, the bed utilization rate of the sample a is only 58.49% ）. The drug income of The sample of county and township medical institutions are all above 45%. Conclusions Health human resource structure is not reasonable, utilization of health material resources is not balanced and Revenue and expenditure structure is also not reasonable in The sample of county and township medical institutions.
