肺结核患者依从性分析与政策价值思考——患者群体利益视角

Perspective from Patients' interests: An Analysis on the Patients' compliance to Treatment and Thought of Policymaking Value

目前我国肺结核患者对治疗和管理依从性差问题日益凸显。财政支持乏力和政策措施不合理是造成依从性差的两大原因,根源在于政策设计追求管理效率而非社会公平。建议转变肺结核疾控政策价值,将患者利益作为肺结核疾控政策的重要考量依据,将患者身心健康作为肺结核疾控政策的目标指向。

The issue of the patients＇ non-compliance to treatment and management has been increasingly highlighted in the process of the tuberculosis control. The main reasons are the budget shortage and unfair policy for tuberculosis treatment, which stem from the policy value aiming to improve the efficiency of government rather than social justice. It is suggested that the solution is changing the value of policy design;the approaches are making patients＇ interests as the significant basis of designing the tuberculosis control policy, and making patients＇ physical and psychological health as the goal of the tuberculosis.
